April Membership Meeting

There will be two votes taken at our April meeting:
  • Election of Executive Board Members - Members in attendance will vote on the slate of candidates put forward by our Nominating Committee to fill vacancies on the executive board of directors.
  • Board of Freeholders - The executive board wants to re-affirm the Municipal League's longstanding position supporting the Board of Freeholders (and opposing any statewide vote) regarding any conversations surrounding the government structure of St. Louis. Members in attendance will vote to support the general Board of Freeholders process, not any specific proposals.
We are pleased to welcome Matt Frkovic as our guest speaker. Matt is the founder of the 10-78 Project, a nonprofit organization dedicated to providing mental, spiritual, and practical support to law enforcement officers who have been involved in critical incidents and officer-involved shootings. With over 12 years of experience in law enforcement in Saint Charles County, Matt has served as a canine handler, Deputy U.S. marshal, and been assigned to an ATF task force in St. Louis.
His journey took a pivotal turn in November 2022 when he was involved in an officer-involved shooting. This incident illuminated the gap in resources available for officers recovering from such critical incidents. Motivated by this personal experience, Matt established the 10-78 Project to ensure that no officer navigates the aftermath of such events alone.
Municipal Election Day
Election Day is Tuesday, April 7th. Don't forget to vote! If you pass a tax measure or have a change in elected officials, please send tax info and contact info for new officials to [email protected].
Newly Elected Officials
Training Seminar
April 30th
The Municipal League of Metro St. Louis will be hosting our annual in-person Newly Elected Officials Training Seminar on Thursday, April 30th. Registration begins at 3:30pm, with presentations beginning at 4:00pm at the Maryland Heights Community Center.

This event provides newly elected officials with an introduction to topics like ethics, zoning, policing, Sunshine Law, and city government structure. Existing city officials wanting to refresh their knowledge are also welcome!

There are payment options for card or check, and city clerks may register multiple city officials using the same online form.
Bipartisan Bill Introduced to
Expand Arch National Park into Illinois
Last week, regional leaders met on the riverfront in East St. Louis to announce the introduction of a federal bill in the U.S. House of Representatives that would expand the Gateway Arch National Park across the Mississippi River into Illinois. The act is sponsored by Representatives Nikki Budzinski and Mike Bost of Illinois, plus Representatives Ann Wagner and Wesley Bell of Missouri.

Ryan McClure, Executive Director of Gateway Arch Park Foundation previously presented the idea of the park's expansion to East West Gateway. McClure will be the guest speaker at the Municipal League's Annual Installation Dinner

Installation Dinner
May 28th
The Municipal League of Metro St. Louis will be hosting our annual Installation Dinner & Awards Ceremony on Thursday, May 28th at the Renaissance St. Louis Airport Hotel. At this banquet dinner, we ceremonially install new executive board members and present awards recognizing notable city officials and legislators who contributed to their community.

Our guest speaker is Ryan McClure, Executive Director with Gateway Arch Park Foundation. He's expected to discuss expansion of the national park, redevelopment of the Millennium Hotel site, and potential interstate relocation.

Tickets are $50 each for municipal officials, and $75 each for affiliate members. Certain affiliate members already have tickets included with their membership. We highly encourage municipalities to purchase a table for 10.

MSD Project Clear
Municipal Stormwater Grant Program
In April 2024, voters passed Prop S to create the first stormwater improvement program in the region. A portion of Prop S funds are dedicated to a Municipal Stormwater Grant Program to address flooding and erosion. That grant program (which is eligible for St. Louis City, St. Louis County, and municipalities within St. Louis County) is open to submit applications for stormwater project funding. Eligible projects include stormwater planning, sewer construction, floodplain buyouts, etc.

County Use Tax
The St. Louis County Council approved placing a countywide use tax on the August 4th ballot. If approved, the use tax would mirror the county's sales tax rate and apply to all goods purchased from out of state vendors where the county's sales tax is not currently collected. The use tax would apply to purchases made by residents and businesses within both incorporated and unincorporated areas.

Revenues would be distributed on a per capita basis. The Municipal League supports the passage of this ballot measure and estimates approximately $50 per resident, meaning that a municipality with a population of 1,000 is expected to receive $50,000 annually from the county use tax. The League will be providing educational materials for municipalities to educate their residents on the benefits of the county use tax.

UMSL Economic Development Course
UMSL is offering their Fundamentals of Economic Development certificate program this spring on Wednesday nights from March 25 to May 6. The program is designed for elected officials, public sector economic development commissioners/staff covers introductory economic and community development concepts and tools to attract, assess, and support development opportunities.

Department of Conservation Launches Callery Pear Buy Back Program
The Missouri Department of Conservation is partnering with several organizations to host the 2026 Callery Pear Buyback Program. Participants are invited to cut down one or more invasive Callery Pear trees on their property to receive one free native tree at the event.

Data Dashboards
East-West Gateway launched a new eTIP platform showing a database of transportation improvement projects across the region. eTip has detailed info on project locations, descriptions, schedules and funding sources, plus an interactive map.

The City of St. Louis launched CityStat, which shares data from various internal city departments/divisions on everything from trash pickup, to potholes, to water main repairs. The goal of the launch is to enhance transparency and provide betters results to residents. The platform is expected to receive quarterly updates.

Spring County-Wide Litter Pickup
St. Louis County is hosting its 3rd semiannual county-wide litter pickup day on April 25th. Over 150 Adopt-a-Road groups are participating, along with county personnel. Any municipalities, groups, families, or individuals wanting to "adopt" a county road for cleanup should contact Greg Robertson with St. Louis County Transportation Maintenance at (314) 615-1113 or [email protected] to receive supply bags, gloves, and safety vests for that day.
EPA Completes Pre-Excavation Sampling at West Lake Landfill
The U.S. Environmental Protection Agency completed pre-excavation sampling at the West Lake Landfill Superfund site in Bridgeton, an important step in the remediation process. Remediation plans include excavating radiologically impacted material, disposing of that material in a permitted off-site facility, and building an engineered cover over remaining low-level radiologically impacted material. Excavation & cleanup of the site is expected to begin in 2027.

Annual Summit
