March League Membership Meeting

We are pleased to welcome Dr. Ness Sandoval, Professor of Sociology and Demography at Saint Louis University as the featured speaker at our upcoming Municipal League meeting. Dr. Sandoval is widely recognized for his research on regional demographic trends, migration patterns, housing growth, and the long-term economic competitiveness of metropolitan areas. His data-driven analysis of the St. Louis region provides valuable insight into population change, building permit activity, workforce retention, and how our communities compare to peer regions across the country. This presentation will offer timely and practical information for mayors, council members, and city managers focused on strengthening their local communities and positioning our region for future growht. 
Executive Board Nominations Now Open
Nominations are now open for the Municipal League of Metro St. Louis Executive Board. There will be at least three open seats, with each position serving a three-year term. Serving on the Board is an opportunity for members to take a more active role in guiding the League's work and priorities.

Elected officials interested in serving should submit a letter or email of interest to the Municipal League office by April 1, 2026. Submissions should include a brief statement describing why you would like to serve, along with a short professional bio and your current municipal position. Materials may be sent to
[email protected].

The Executive Board Nominating Committee will review all submissions and present its recommendations to the membership at our April 23rd meeting hosted by the City of Brentwood.

Serving on the Executive Board provides an opportunity to help shape the League's policy direction, strengthen regional collaboration, and support the organization's advocacy and member services. Members interested in leadership and regional engagement are encouraged to submit their name for consideration.

Video Lottery Terminals
Ruled Unconstitutional
On Friday, Feb. 13th, the US District Court for the Eastern District of Missouri ruled in TNT Amusements v. Torch Electronics that the video lottery terminal machines distributed by Torch Electronics qualify as gambling devices under Missouri statute "and therefore are illegal under Missouri law when operated outside a licensed casino."

Missouri Attorney General Catherine Hanaway has begun filing lawsuits against businesses who operate these gambling machines on their premises, St. Louis County Executive Sam Page signed an executive order saying that businesses operating these machines may have liquor licenses revoked, and some municipalities have already passed ordinances banning them.

East-West Gateway Launches Partnership for Regional Alignment Initiative
Later this year, East-West Gateway and Greater St. Louis, Inc will launch the Partnership for Regional Alignment, a new initiative designed to unite civic leaders across a variety of sectors around a shared vision and collective action plan for a growing and thriving St. Louis region.

The regional strategic plan will seek to align governmental, transportation, economic, nonprofit, arts and culture, philanthropic, educational, and research institutions around a common vision for the region, along with short and long-term priorities needed to achieve that vision.

 
Metro Mayors Tour
Gateway Studios in Chesterfield
The February Metro Mayors meeting was hosted by Chesterfield Mayor Dan Hurt at the recently opened Gateway Studios & Production Services facility. Following the meeting, mayors toured the complex and saw firsthand the scale of its production and support spaces, along with its potential to attract major live music tours, television productions, sporting events, and festivals.

Gateway is the largest facility of its kind in the United States, designed for large-scale rehearsals and creative development. With three studios - including one capable of accommodating productions as large as the NFL Super Bowl halftime show - the project is expected to generate significant economic impact for the St. Louis region through job creation, workforce development, and increased national visibility.

Regional Police Task Force
Slashes Crime
The Gateway Regional Criminal Interdiction Task Force, which was originally formed in 2021 in St. Charles County to combat vehicle theft, now features members from over twenty-six different police agencies, including the State Highway Patrol, Metro Air Support, and over a dozen municipal police departments.

City of St. Louis Drafts Datacenter Zoning
The City of St. Louis' Planning Commission has developed a preliminary framework for datacenter regulation, wherein they propose to create a new chapter in their zoning code that establishes a tiered definition system for data centers based on size and energy consumption (beginning pg. 11).  City leadership has encouraged a coordinated approach to regulating datacenters across the region.

If you are interested in any of the topics, Municipalities can register for the program and pay annual tuition HERE. Annual tuition allows all elected officials, staff members, and board/commission members within your municipality to attend all seminars throughout the year and access the archive of previously recorded webinars.
