St. Louis County Passes $1 Billion Budget
The St. Louis County Council passed, and County Executive Page signed, the 2026 budget. It includes $48 million in various cuts from Executive Page's original budget proposal, including the elimination of hundreds of vacant job positions. The county's remaining deficit is projected to be covered by fund reserves and Rams settlement funds. Municipalities should expect rising costs if and when they renegotiate service contracts with the county. 
Missouri State Auditor
Publishes Financial Warning
State Auditor Scott Fitzpatrick's recent report warns that Missouri's general revenue fund surplus is rapidly being reduced by deficit spending and will likely be exhausted in 2028 (or sooner with a recession). The general revenue fund represents approximately one-third of the state's budget. Multiple years of budget surpluses in the aftermath of COVID resulted in state revenue surpluses, and the state is depleting that surplus with increasing expenses and slowing revenue growth. Fitzpatrick projects the general revenue fund's surplus will be exhausted in 2028 (or sooner with a recession) and recommends immediate action to ensure equal revenue and expenditure levels before the General Revenue Fund balance becomes critically low. Governor Kehoe will deliver his 2027 budget proposal on January 13th and will likely discuss the need to limit spending.
Missouri Attorney General asks Judge to Modify Ruling on Omnibus Property Bill
In an October ruling, Cole County Circuit Court invalidated 2024's HB 2062 in its entirety for violating the Missouri Constitution's Clear Title and Single Subject mandates. This omnibus bill included multiple unrelated provisions dealing with the usage of property. The bill had a couple beneficial provisions for municipalities, such as authorizing creation of the St. Louis County Land Bank and tax credits for redevelopment of two empty downtown St. Louis buildings.

The original lawsuit was filed by a homeowner association because HB 2062 eliminated their authority to prohibit residents from keeping chickens on their properties. The HOA was successful in overturning this bill in its entirety. Missouri Attorney General Catherine Hanaway filed a
motion to amend the judgement and asked the judge to narrow his ruling so that it only applies to provisions applicable to the HOA. Further action is pending.
SLDC Releases Draft Plans to Revitalize Neighborhoods in North St. Louis City
The St. Louis Development Corporation (SLDC) released draft plans to revitalize six North St. Louis City neighborhoods surrounding the new National Geospatial-Intelligence Agency headquarters. One of the key tenets of the plan relates to building new and affordable housing in the neighborhoods.
US Army Corps of Engineers Reveives $40M for Coldwater Creek Cleanup
It was announced in a recent press release that The U.S. Army Corps of Engineers St. Louis District has received additional Formerly Utilized Sites Remedial Action Program (FUSRAP) funding to clean up contamination from sites formerly used as part of the nation's early atomic energy program. Sites in St. Louis include Coldwater Creek and the St. Louis Downtown Site.
Waymo Plans to Expand Robotaxi Service to St. Louis
Waymo, a robotaxi company, said they will soon bring their services to St. Louis. The self-driving taxis are currently being driven by staff to familiarize them with the area. No date has been given for the launch.

If you are interested in any of the topics, Municipalities can register for the program and pay annual tuition HERE. Annual tuition allows all elected officials, staff members, and board/commission members within your municipality to attend all seminars throughout the year and access the archive of previously recorded webinars.
