"I AM ST. LOUIS" Campaign

The Missouri Historical Society has launched their "I AM ST. LOUIS" civic identity campaign, which aims to build a deeper sense of place attachment through the St. Louis Region by encouraging businesses, organizations, and individuals to tell their own I AM ST. LOUIS story using the media toolkit materials provided exclusively to their launch event attendees. This is a fun and interactive way for your organization to share its story and help tell a more complete story of St. Louis as a whole.

Second Extraordinary Legislative Session Updates
|
|
|
- Gov. Kehoe signs HB1 into law, creating new federal congressional map.
- Proposed constitutional amendment regarding initiative petition process reform, HJR3, passed the legislature and has been sent to the Secretary of State for ballot certification.
- Hearings were held on HJR5, 6, 7, and 8. These identical bills propose constitutional amendments that would dramatically change how property taxes are assessed. The League expects property tax reform to be a theme next legislative session and is closely monitoring the issue.

UMSL's Planning & Zoning Certificate Program
|
|
|
|
For the 22nd year, the University of Missouri-St. Louis, in partnership with East-West Gateway Council of Governments and the American Planning Association, will offer the UMSL Chancellor’s Certificate in Planning & Zoning.
Starting in October, this 7-module, in-person program provides instruction on planning practices, topics, and processes essential for local government success. The modules are taught by expert instructors and panelists and are open to anyone interested in learning more.
WHEN: Tuesdays, October 7 –November 18, 2025 from 6 –9 PM

Judge Rules in Favor of Brentwood
in Blight Case
|

|
|
St. Louis County Circuit Judge Kerr ruled in favor of the City of Brentwood's blight determination. The lawsuit was originally filed by four business owners in 2023 along the Manchester corridor contesting a multimillion-dollar redevelopment plan stating that their businesses did not meet the recently changed statutory blight requirements. Judge Kerr ruled against this argument, stating that Brentwood had followed blight requirements and could move forward with the development plan. Read the court ruling HERE.

Names Ron Kitchens as New CEO

Greater St. Louis, Inc. announced Ron Kitchens as its new Chief Executive Officer. Kitchens – a native of Ozark, Missouri – comes to GSL from Wichita Falls, Texas, where he serves as President & CEO of the Chamber of Commerce and Industry. He has more than three decades of economic development experience working with organizations in Michigan, Texas, Alabama, and Missouri. Kitchens will begin working with GSL in early November. Welcome Ron!

St. Louis County is coordinating Adopt-a-Roadside volunteers for an autumn litter pick-up event on Saturday, October 25th. They will provide bags, gloves, and disposable safety vests for volunteers picking up litter along county maintained roadways. To volunteer, call 314-615-8538. The County is also encouraging municipalities to coordinate their own personnel and volunteers to make this day a momentous county-wide cleanup effort.

St. Louis County Updates "Design Criteria for the Preparation of Improvement Plans"
|
|
|
|
The St. Louis County Department of Transportation and Public Works has issued an update to the "Design Criteria for the Preparation of Improvement Plans." Updates and revisions to the manual include an overhaul of values in the "Schedule of Unit Prices for Establishment of Escrows and Bonds," several revisions to Chapter 5 - Traffic Signals, and guidance concerning marked crosswalks and Accessible Pedestrian Signal volumnes in Chapter 10. Published September 30, the manual has an effective date of January 1st. See the updated manual HERE.

October's Training Academy will be held on Thursday the 23rd at noon. Victoria Hooker with the Missouri Attorney General's Office will be presenting on Sunshine Law. Registration emails will be sent out shortly.
