September League Meeting
Join us for our September League meeting on September 25th at the St. Ann Aquatic & Meeting Center - 3311 Ashby Road, St. Ann, MO 63074! The reception begins at 6:30pm, with the meeting following at 7pm.

There will be food, drinks, and a presentation by guest speaker Mike Walsh, founder of MakeWay Safety. He will be presenting on a new technology being developed to reduce vehicle collisions between first responders and other motorists. The tech pings nearby drivers, similar to an Amber Alert, to notify them that emergency response vehicles are operating nearby. For more info, visit

Governor Kehoe Calls for
Second Extraordinary Legislative Session
Governor Kehoe is convening a special session on Wednesday, September 3rd to discuss redistricting the Congressional Map of Missouri. Revisions to the state's initiative petition process will also be discussed. Click here to read the official press release. The veto session will occur September 10th.
2025 Bills of Interest that Passed
Bills that Governor Kehoe signed went into effect on August 28th. For information on Bills of Interest to the League that passed, see our 2025 legislative summary. For a list of all bills signed into law by the governor, see this senate webpage.

A few notable bills signed into law include
HB 145 (modifies provisions of Sunshine Law), SB 2 (reduces the outstanding balance of municipalities penalized for late submissions of financial statements), and HB 567 (removes a prior exemption where municipalities were not required to pay minimum wage).
Regional Police Training Facility
Leaders of Jefferson, Franklin, St. Charles, and St. Louis County have signed the agreement that will establish a $50 million, state of the art, police training facility. Each of the four counties will work together to oversee the facility. The location of the facility is yet to be decided, but some of the executives speculate that it will be built in St. Louis County. Amenities like a shooting range, virtual reality simulation rooms, and a simulated urban environment will create many well-trained officers.
STLCO2050 Comprehensive Plan
Last night, the St. Louis County Council passed Bill No. 186, adopting "St. Louis County 2050: An Equitable and Sustainable Comprehensive Plan" as their long-term strategic plan for future county development. The county council and county executive will consider this plan in all future decisions, policies, programs, and budgets.

The plan includes 200 policy recommendations organized into
Five Big Policy Buckets, plus interactive maps showing current development and proposed future development. Only unincorporated areas are obligated to follow the plan, but the county will be coordinating with municipalities to achieve their vision. For details, see stlouiscounty2050.com.
Regulating Delta-8
Last year, Governor Parson's Executive Order 24-10, which banned unregulated psychoactive cannabis products, was blocked by Secretary of State Jay Ashcroft, leaving products derived from hemp largely unregulated in Missouri.

This issue may become a legislative topic in Jeff City next year, and municipalities have already begun regulating cannabinoids. Chesterfield has passed an
ordinance making the distribution of these products, except from a licensed dispensary, illegal. St. Louis County's Bill No. 15 has similar language and is up for final passage.
Proposition 24 Passes
Proposition 24's passage creates a 1% sales tax that's estimated to generate $2 million annually, and will be collected over 40 years and used for a shared Transportation Development District encompassing 17 municipalities in the Normandy School District. The funding will be distributed largely based on the roadway miles in each municipality.

The participating municipalities are Normandy, Greendale, Bellerive Acres, Uplands Park, Pasadena Hills, Vinita Park, Beverly Hills, Norwood Court, Bel-Nor, Pasadena Park, Hanley Hills, Velda Village Hills, Pagedale, Pine Lawn, Wellston, Velda City, and Hillsdale.
Important Statutory Dates
  • Sep. 10 – Missouri General Assembly - Veto Session
  • Sep 15 - Deadline to re-adopt the city’s personal financial disclosure policy; required for cities with annual operating budgets over $1M) Send copy of policy to Missouri Ethics Commission within 10 days of adoption  (§ 105.483(11) & 105.485.4)
  • Mid-Late September – Conduct public hearing on property tax rate with 7-day newspaper notice (§ 67.110)
UMSL's Planning and Zoning Certificate Program
The University of Missouri-St. Louis is offering a Fundamentals of Planning and Zoning course designed for municipal zoning commissioners, elected officials, and municipal staff. There are seven modules that run October 7 - November 18. Attendees may earn a noncredit UMSL Chancellor's Certificate. See the brochure for module details and register for the program here.
ICMA Annual Conference
The International City/County Management Association's annual conference is being held at the Tampa, FL Convention Center on October 25-29. There are scholarships and discounts available. For more information, visit ICMA's website here.
Great Rivers Greenway Celebrates 25 Years
Great Rivers Greenway is hosting a community meal on September 15th from 4:30-7:00pm to celebrate 25 years of your greenways. Gather round a 1,500 foot table that encircles the Missouri History Museum at DeBaliviere Circle. There will be food trucks, sweet treats, games, art, and music and more. Learn more here.
MML Annual Conference
The Missouri Municipal League's 91st Annual Conference will be held September 14-17, 2025 at the St. Charles Convention Center. The conference will feature an exhibit hall with affiliates, breakout sessions with presentations from industry experts, and more! 
Local Public Agency Training
MoDOT and LTAP are jointly hosting a Local Public Agency Basic Training. It is a Person of Responsible Charge Three-Part Series. Municipalities using Title 23 federal funds require the local agency to have a "qualified person of responsible charge." Participants must pass a test and attend all three sessions on October 6, 16, and 21 to be certified as a Person of Responsible Charge. For more information click here
EWG Where We Stand Podcast
East-West Gateway has officially released all twelve episodes of their Where We Stand Podcast. The podcast gives insight on how the St. Louis region compares to the rest of the country on key metrics such as crime, income, and homeownership. Listen here.
Missouri American Water Leads Statewide Effort
Missouri American Water is leading the Statewide effort to replace lead service lines to comply with the Enviromental Protection Agency's requirements. They have replaced more than 20,000 lead service lines across the state. Customers can interact and take action to help with the effort and self-identify the material that their service line is made of on Missouri American Water's here.
September Training Academy
September's Training Academy will be held on Thursday the 25th at noon. Paul Rost of Cunningham, Vogel & Rost will present on Tradition vs. Legality. Registration emails will be sent out shortly.

Municipalities can still register for the program and pay annual tuition 
HEREAnnual tuition allows all elected officials, staff members, and board/commission members within your municipality to attend all seminars throughout the year and access the archive of previously recorded webinars.
