Upcoming Statutory Deadlines
St. Louis County Comprehensive Plan Meeting August 5th
St. Louis County's comprehensive plan will guide policies for land use, infrastructure, housing, and public services in unincorporated areas of the county for decades to come. A full presentation of their draft comprehensive plan, STLCO 2050, is scheduled to be heard by the County Council at a Committee of the Whole on August 5 at 3:30pm. 

The public is encouraged to attend the hearing at the
County Government Center in Clayton. Questions about the comprehensive plan may be answered during the public forum portion of the meeting. The draft plan is available at stlouiscounty2050.com.
MoDOT Unfunded Needs
Public Meeting August 11th
The Missouri Department of Transportation is inviting the public to discuss high-priority unfunded transportation needs at their meeting on August 11 from 4-6pm at The Lodge in Des Peres. Meeting attendees may provide input on the state's Long-Range Transportation Plan.

MoDOT has created a
DRAFT High-Priority Unfunded Needs list, which identifies $1.1 billion in annual unfunded transportation needs. The list was created to prioritize projects as state and federal transportation funds become available. Additional meeting details can be found HERE.
Court Case Conclusions
St. Louis Circuit Court
  • Roth v. City of St. Louis - The RULING states the City of St. Louis' unattended vehicle ordinance (ORDINANCE 15.133.010) requiring firearms left in unattended vehicles to be stored in a lockbox, violated a state statute (§ 21.750 RSMo) that says the Missouri General Assembly preempts local legislation regulating firearms, including their transportation and storage
Missouri Court of Appeals, Eastern District
  • Arch Energy v. Brentwood - The RULING prevents the common practice of continuing a public hearing by motion and requires new publication of public notice. These new publication requirements may potentially delay the process for setting property tax rates.
Missouri Supreme Court
  • Robust Missouri Dispensary v. St. Louis County, et al - The RULING eliminated "stacking" of municipal and county local option sales taxes on marijuana. This case stemmed from ambiguous language within the CONSTITUTIONAL AMENDMENT that authorized the sale of recreational marijuana and allowed local governments to impose up to an additional 3% local option sales tax with voter approval. Municipal revenues are unaffected, but counties may now only collect their local option sales taxes in unincorporated areas.
United States Supreme Court
  • The National League of Cities and the International Municipal Lawyers Association recently held a webinar outlining recently decided cases that affect municipalities to varying degrees. NLC members may watch the recording HERE. Notable cases mentioned include:
  • Barnes v. Felix - The RULING requires that an excessive force claim against a police officer must be evaluated based on the totality of the circumstances, not solely the moment an officer perceives a threat.
  • Ames v. Ohio Dept of Youth Services - The RULING found that if an employer discriminates against any individual of a protected class, regardless of if they are in a minority or majority group, they violate Title VII of the Civil Rights Act.
  • Other cases mentioned include Trump v. Casa, Trump v. American Federation of Government Employees, Bondi v. VanDerStok, Stanley v. City of Sanford, EMD Sales v. Carrera, San Francisco v. EPA, Seven County Infrastructure Coalition v. Eagle County, Lackey v. Stinney, Perttu v. Richards, Catholic Charities v. Wisconsin Labor & Industry Review Commission, FCC v. Consumers Research, and McGlaughlin Chiropractic Associates v. McKesson Corp
Governor Kehoe Signs Bills into Law
Governor Mike Kehoe has signed a few dozen House and Senate Bills into law. For a list of all the bills signed by the Governor, visit the Senate website HERE. A couple priority bills the League supported that were signed into law include SB 2 (reduces penalties for late financial statement filings) and HB 145 (modifies provisions of Sunshine Law). Most bills signed into law go into effect August 28th.
OLGA Awards Nominations
East-West Gateway Council of Governments is accepting nominations now through September 1 for its annual Outstanding Local Government Achievement (OLGA) awards. OLGAs recognize individuals, groups, and organizations that collaborate across boundaries to create solutions that better the St. Louis region. Awards will be presented at East-West Gateway's Annual Meeting and luncheon at the Hyatt Regency St. Louis at The Arch on November 14.

There are four OLGA categories:
  • Exemplary Accomplishment by a Local Government Jurisdiction, Agency, or Individual
  • Exemplary Collaboration, Partnership, or Regional initiative
  • Leadership in Planning and Design Innovation
  • Gateway Lifetime Achievement Award

Ken McClure Appointed to MEC

Former Springfield Mayor Ken McClure was appointed by Governor Kehoe to serve on the Missouri Ethics Commission, which promotes information related to lobbying, campaign finance, and conflict of interest laws. After recently filling two vacancies, the MEC now has enough commissioners on their board to investigate complaints of ethical misconduct. Mr. McClure's history of public service includes serving as a veteran, with City Utilities of Springfield, the Missouri Public Service Commission, and Chief of Staff for former Governor Matt Blunt.
 

EWG 2026-2029 Transportation Improvement Program
East West Gateway's Transportation Improvement Program (TIP), which identifies a 4-year financial and implementation schedule for St. Louis region projects receiving federal transportation funding, is now open for review and public comment. The program emphasizes preserving existing infrastructure by resurfacing and reconstructing roads, repairing or replacing bridges, and replacing other aging transportation systems and facilities. MML Annual Conference
The Missouri Municipal League's 91st Annual Conference will be held September 14-17, 2025 at the St. Charles Convention Center. The conference will feature an exhibit hall with affiliates, breakout sessions with presentations from industry experts, and more! Register HERE by August 22nd.
APA Conference
The Missouri and Arkansas chapters of the American Planning Association is holding their 2025 Planning in Motion Bi-State Conference at Union Station on September15th-17th. UMSL's Neighborhood Leadership Academy
Registration for UMSL's 2025 Neighborhood Leadership Academy is now open. The program provides leadership training that emphasizes community building principles and strategies, project planning, and personal leadership skills. August Training Academy
August's Training Academy will be held on Thursday the 28th at noon. Joe Bond of Cunningham, Vogel & Rost will present on how to modernize your municipal code. Registration emails will be sent out shortly.
