The Municipal League of Metro St. Louis' annual Installation Dinner & Awards Ceremony will be held Thursday, May 22nd at the Renaissance St. Louis Airport Hotel (MAP). This annual banquet-style dinner and awards ceremony is our largest event of the year where we ceremonially swear in our new board members and recognize public officials that have furthered The League's mission of linking local communities and strengthening local government.
Our guest speaker is journalist Charlie Brennan. All city staff & elected officials are encouraged to attend, along with our affiliate members!

UMSL Soliciting Research Projects
from Municipalities

UMSL Professor Stephen Bagwell is currently seeking solicitations for projects across a wide range of issues for an interdisciplinary cohort of students to work through this fall semester. The class anticipates selecting one or two projects to complete as a team, with students getting to meet the commissioner of the project early in the semester, followed by periodic check-ins. At the end of the semester, students will present their work to the project coordinator with the municipality.

Missouri Supreme Court Rejects
Stricter Traffic Fine Limit
for St. Louis County Municipalities

In City of Normandy v. Kehoe, the Missouri Supreme Court upheld a lower court's ruling that two statutes from 2015's Senate Bill 5 were found unconstitutional because they violated the prohibition against local or special laws in article III, section 40 of the Missouri Constitution because they only applied to municipalities in St. Louis County.
SB 5 (Schmitt) dealt with traffic fines, courts, and law enforcement. The two statutes ruled unconstitutional were Section 479.359.2, that lowered the cap on municipal revenue from minor traffic violation fines from 30% of total revenue to 12.5% in St. Louis County, and Section 67.287, that imposed minimum standards on transparency in accounting practices and accreditation requirements for municipal police departments.

Notice of Funding Opportunity

The U.S. Department of Transportation has released the 2025 Notice of Funding Opportunity for the Safe Streets & Roads for All program. This grant opportunity supports local and regional efforts to improve roadway safety through planning and implementation grants.
Thanks to East-West Gateway's "Gateway to Safer Roadways" regional action plan, municipalities may apply for implementation grants HERE. The grant application deadline is June 26, 2025.

May's Training Academy will be held on Thursday the 22nd at noon. Pat Kelly, Executive Director of the Municipal League of Metro St. Louis, will present a Legislative Update on bills from this year's legislative session in Jefferson City. Registration emails will be sent out shortly.
Municipalities can still register for the program and pay annual tuition HERE. Annual tuition allows all elected officials, staff members, and board/commission members within your municipality to attend all seminars throughout the year.

EPA Public Meeting May 13th

The U.S. Environmental Protection Agency is holding a public meeting on Tuesday, May 13, from 6:30 - 8:00 PM at the JFK Community Center in Florissant, MO. At this meeting, you'll learn about plans to create the St. Louis Airport Site and Coldwater Creek Community Advisory Group (CAG). A facilitator will explain how the group will be formed and what its structure may look like. This meeting will not cover technical updates about the cleanup project.
