All Missouri Legislature Bills Introduced
|

|
March 1st marked the last day for Senators and Representatives in the Missouri General Assembly to file new bills. See the Municipal League's latest LEGISLATIVE UPDATE for the list of bills we're tracking. Priority bills include:
- HB 145 (Falkner) - Sunshine Law bill that authorizes a public governmental body to close records that contain individually identifiable information of a minor 17 years and under held by a city, town, village, or park board. (SUPPORT)
- HJR 27 (Mackey) – Proposes a constitutional amendment relating to the consolidation of St. Louis County and St. Louis City (OPPOSE)
- SB 2 (Crawford) – Reduces the outstanding balance a political subdivision may have incurred for submitting late annual financial statements by a minimum of 90% (SUPPORT)
- SB 182 (Crawford) – Shifts the candidate filing opening and closing period up a week to avoid holidays. The act also allows a notice of election to be sent by email. (SUPPORT)
- SB 86 (Nicola) – Eliminates the April municipal election and moves it to November. Also requires municipal candidates to declare a political party affiliation when filing for office (OPPOSE)
- SB 454 (Trent) & HB 142 (Falkner) – Modifies the term "purchase" as it relates to political subdivisions purchasing liability insurance for tort claims (SUPPORT)

Advisory Council Meeting

Save Lives Now!, the region's anti-violence initiative will hold a public meeting on March 27, at 10 AM at the UMSL Millennium Center.
Director Brandon Sterling and others will present an update on topics such as the formal launch of the program; an overview of the technical assistance training underway in our region for service providers, violence interrupters, law enforcement, and othe stakeholders on focused deterrence, cognitive behavioral theory, and street outreach/violence interrupters; a look at the SLN! model in action; introduction to SLN! strategic task forces; and a call for participation. The council consists of about 60 regional leaders representing a variety of sectors, including government, law enforcement, business, civic groups, and community leaders.

MoDOT/LTAP
"Person of Responsible Charge" Training

In partnership with MoDOT, LTAP is hosting a three-part training series on the requirements that local governments must follow when receiving Title 23 federal funds, including having a "Person of Responsible Charge" who is accountable for the project. The training will provide attendees with the basic knowledge required to administer federal aid project activities and maintain day-to-day project operations.

UMSL Fundamentals of Economic Development Program

Registration has opened for the 2025 UMSL Chancellor's Certificate Course in Fundamentals of Economic Development, sponsored by UMSL Public Policy Administration and the Urban Land Institute - St. Louis. The course runs 7 weeks on Wednesday evenings from 6:00-9:00pm at UMSL Grant Center from March 26-May7.
In addition to core topics, two field trip opportunities will also be offered. The first is to St. Louis Lambert International Airport to learn about the importance of regional transportation assets in Economic Development, and the second is to The Ville to learn about the importance of neighborhood history for community preservation and development.
To earn the certificate, participants must complete at least six of the seven modules. Modules may also be taken individually. This entry-level course is designed for local government officials, development professionals, and others working in urban, suburban, and exurban communities in MO and IL.

MML Legislative Conference

The Missouri Municipal League's annual legislative conference has been rescheduled for March 26 & 27 in Jefferson City. The AGENDA includes legislator office visits (appointments required), plus remarks from Rep. Dave Hinman (House Local Government Committee Chair), Sen. Brian Williams (Minority Caucus Whip), Rep. Jonathan Patterson (Speaker of the House), and Ed Hassinger (MoDOT Executive Director).

March's Training Academy will be held on Thursday the 27th at noon. Mac McGinnis with First Bankers' Banc Securities (FBBS) will be presenting on local government banking.
Municipalities can still register for the program and pay annual tuition HERE. Annual tuition allows all elected officials, staff members, and board/commission members within your municipality to attend all seminars throughout the year.
