Pre-filing of bills for Missouri's 2025 legislative session started on December 1st. The First Regular Session of the 103rd General Assembly will commence on Wednesday Jan. 8th and close on Friday May 16th.

- 4 – General Election Day
- NLC City Summit Conference (Salt Lake City, UT)
- 15 – TIF annual reports due to DOR. Failure to comply results in inability to adopt TIF plan for 5 years (§ 99.865 RSMo)
DECEMBER
- 1 – Missouri General Assembly - Pre-filing of legislation begins for the 103rd General Assembly, Second Regular Session
- Early December - Must publish newspaper notice before 16th Tuesday before April election of opening filing date for municipal office, the offices to be filled, the proper place for filing and the closing filing date of the election (§ 115.127.5)
- 9 – First day of candidate filing for 2026 municipal election, the seventeenth Tuesday prior to the election. Office must open at 8 a.m. (§ 115.127.5)
- 30 – Last day of candidate filing for 2026 municipal election, the fourteenth Tuesday prior to the election. Office must remain open until 5 p.m. (§ 115.127.5)
OTHER DEADLINES
- Publish semi-annual financial statements (3rd class – § 77.110, 4th class – § 79.160, villages – § 80.210) and submit annual financial report to the state auditor (§105.145). Deadlines depend on the start of the city’s financial year.
- Adopt annual budget prior to start of municipality’s fiscal year (Sections 67.010 & 67.070)

We are pleased to announce the tentative schedule for the 2025 Municipal Officials Training Academy seminars. There are two payment options for the 2025 program:
- annual tuition, or
- $20 per person per seminar
Annual tuition allows all elected officials, staff members, and board/commission members within your municipality to attend all seminars throughout the year. Tuition may be paid online (https://training.stlmuni.org/register/) or by mailing a check to the Municipal League of Metro St. Louis.
