Pre-filing of bills for Missouri's 2025 legislative session started on December 1st. The First Regular Session of the 103rd General Assembly will commence on Wednesday Jan. 8th and close on Friday May 16th.

JANUARY

• 1 – City clerk provides state auditor with report of bonds and coupons retired by the city since the previous report (§ 108.260)
• 8 – Missouri General Assembly - 1st Day of the 103rd General Assembly, First Regular Session
• 13 – Governor’s Inauguration Day
• 28 – Final certification date for April municipal election
• 28 – Provide notice of election to election authorities with certified copy of the legal notice to be published (10th Tuesday before Municipal Election Day) (§ 115.125.1)
• 31 – Deadline to file bond issuance report to DED for Chapter 100 bond issues (§ 100.105)
• 31 – Submit W-2s and 1099s to IRS. Also distribute to employees. May also be required for TDDs, CIDs, & 353 Corporations. (26 U.S.C §6051 (W-2) and 26 U.S.C. §6041 et seq. (Form 1099))

FEBRUARY

• 4 – Bond election day
• 13 – GFOA Winter Seminar (Columbia, MO)
• 18-19 – MML Legislative Conference (Jefferson City, MO)
• 18-21 – Missouri Park & Recreation Association Annual Conference (Branson, MO)
• 28 – Submit report to DED of businesses that have relocated to a TIF district (Section 99.810.3 RSMo) or development area under MODESA (Section 99.980 RSMo)

MARCH

• 1 – Missouri General Assembly - Last Day to Introduce Bills
• 9-10 – MoCCFOA Master Academy (Columbia, MO)
• 10 – MoCCFOA New Clerks Institute (Columbia, MO)
• 10-12 – NLC Congressional City Conference (Washington, D.C.)
• 11-13 – MoCCFOA Spring Institute (Columbia, MO)
• 17-21 – Missouri General Assembly - Legislative Spring Break

• First board/council meeting in April – Collector to make list of delinquent tax list (3rd class – § 94.170 & 4th class – § 94.320)
• 8 – Municipal election day (§ 115.121 & MO SOS Election Calendar)
• 8 – Deadline for estimated tax rate to county clerk. Failure to provide projected tax levy results in 20% reduction in property tax rate (§ 137.243 RSMo)
• 15 – Tax Day
• 30-May  – MCMA Annual Spring Conference (Osage Beach, MO)

• 1- Applications for renewals of liquor licenses due from licensees (§ 311.240)
• 1- Financial disclosure reports due to Missouri Ethics Commission (for certain public officials for cities with over $1M annual operating budget, if City does not adopt its own financial disclosure policy) (§ 105.487)
• 4-7 – Missouri Police Chiefs Association Annual Conference (Osage Beach, MO)
• 9 – Missouri General Assembly – FY 2026 budget bills must be passed by 6PM

• 1 - City Clerk deliver to collector special tax bills for weed and trash removal for inclusion on current year’s tax bill (§ 71.285)

• 30 – Annual liquor licenses expire (§ 311.240)

• 1 – First day of Missouri’s 2026 fiscal year

• 26 – Final certification date for November 4th general election
• 28 – Bills Passed by Missouri General Assembly Go Into Effect (Unless passed as emergency legislation or a later effective date is written into bill) (Mo Const. Art. III, § 29)

• 10 – Missouri General Assembly - Veto Session
• 15 – Deadline to re-adopt the city’s personal financial disclosure policy; required for cities with annual operating budgets over $1M) Send copy of policy to Missouri Ethics Commission within 10 days of adoption  (§ 105.483(11) & 105.485.4)
• Mid-Late September – Conduct public hearing on property tax rate with 7-day newspaper notice (§ 67.110, cities in charter counties)

• 1 – Deadline to set property tax levy for municipalities in charter counties (§ 67.110 RSMo)
• 1 – First day of federal 2026 fiscal year
• 18-21 – International Association of Chiefs of Police Annual Conference (Denver, CO)

• 4 – General Election Day
• NLC City Summit Conference (Salt Lake City, UT)
• 15 – TIF annual reports due to DOR. Failure to comply results in inability to adopt TIF plan for 5 years (§ 99.865 RSMo)

• 1 – Missouri General Assembly - Pre-filing of legislation begins for the 103rd General Assembly, Second Regular Session
• Early December - Must publish newspaper notice before 16th Tuesday before April election of opening filing date for municipal office, the offices to be filled, the proper place for filing and the closing filing date of the election (§ 115.127.5)
• 9 – First day of candidate filing for 2026 municipal election, the seventeenth Tuesday prior to the election. Office must open at 8 a.m. (§ 115.127.5)
• 30 – Last day of candidate filing for 2026 municipal election, the fourteenth Tuesday prior to the election. Office must remain open until 5 p.m. (§ 115.127.5)

• Publish semi-annual financial statements (3rd class – § 77.110, 4th class – § 79.160, villages – § 80.210) and submit annual financial report to the state auditor (§105.145). Deadlines depend on the start of the city’s financial year.
• Adopt annual budget prior to start of municipality’s fiscal year (Sections 67.010 & 67.070)
