UMSL Chancellor's Certificate in
Planning and Zoning
|
|
|
The Fundamentals of Planning and Zoning program has educated hundreds of members of the St. Louis planning community. It's taught by a team of senior practitioners who have extensive knowledge and experience in local government planning.
Course modules cover planning practices, procedures, and topics that are crucial for local government success. The Certificate consists of seven modules from Oct. 14 - Nov. 25. Participants earn a noncredit UMSL Chancellor’s Certificate in Fundamentals of Planning & Zoning by participating in six of the seven modules in this year.

EPA Coldwater Creek Meeting
|
|
|
EPA will host a public meeting on Tuesday, October 29 from 7 to 8:30 p.m. at the JFK Community Center in Florissant, Missouri for the St. Louis Airport Site and Coldwater Creek.

County Council Introducing Land Bank Bill
|
|
|
St. Louis County is introducing a bill to establish a land bank at tonight’s 10/1 council meeting. 2024’s HB 2062 includes a beneficial provision authorizing St. Louis County to establish a land bank. That house bill is facing legal challenges due to an unrelated provision regarding HOA’s ability to regulate chickens. The underlying bill (and the county’s authorization to establish a land bank) may be threatened by this lawsuit.

Senior Property Tax Freeze
|
|
|
St. Louis County's senior property tax freeze application portal opened Oct. 1 and runs through June 2025. The tax exemption will likely face legal challenges from an affected school district or municipality once the freeze gets implemented. The challenge stems from Article X, Section 6(a) of Missouri's Constitution, which requires restitution of revenue loss for any affected political subdivision.

Municipalities in St. Louis County should complete MSD's survey
to guide how 10% of Prop S funds will be distributed.
Recently, voters approved Proposition S, allowing MSD Project Clear to help address growing stormwater problems like flooding and erosion.
Proposition S funds will be distributed as follows:

Critical Projects Fund (50%): targeting the most critical stormwater issues, focusing on projects with the highest benefit-to-cost ratio.

Municipal Grant Fund (30%): Allocated through municipal stormwater grants, enabling local municipalities to set their own funding priorities.
-
Environmental Justice Fund (10%): Directed towards the highest priority projects in Environmental Justice areas based on a benefit/cost analysis.
-
Regional Priorities Fund (10%): Guided by feedback from a regional advisory group.
Survey feedback will help set the priorities for the Regional Priorities Fund (approximately $3.5 million annually) over the next three years.

The Missouri Municipal League is hosting their Metro East regional meeting in St. Peters on Oct. 24. Robert Graham, Cybersecurity Advisor with the U.S. Department of Homeland Security will be presenting. Register HERE to attend.

The Advisory Committee met in September to conduct preliminary scoring. This year, around $9 million has been allocated for grants, with requests surpassing $12 million. The Park Commissioners are scheduled to meet in late October to determine the final projects to be funded. Grant recipients will be notified afterwards, and contracts will be mailed mid-November.
|
|
Planning grants up to $10,000 are available to assist in developing master plans for future park developments or specific construction project planning. Applications for planning grants are open year-round and can be accessed here. If you're contemplating a project for the upcoming year, starting the planning process early is advisable.
The Park Commission acknowledges that not all municipalities possess professional public works, engineering, or parks staff to manage construction grant applications and oversee projects. This has occasionally resulted in incomplete or inaccurate applications and project delays. Consequently, the Commission has instituted a policy mandating that any municipality lacking professional staff must secure a planning grant prior to applying for a construction grant. The Commissioners believe this policy will ensure projects are well-planned and executed efficiently and on schedule.

Upcoming Annual TIF Report Deadline
|
|
|
Section 99.865, RSMo establishes a November 15 deadline to submit an annual TIF report to the Department of Revenue. Failure to comply results in inability to adopt TIF plans for five years.

Beyond Housing Panel Discussion Oct. 8
Beyond Housing created a new Transformative Services Department to address poverty and improve service delivery. They’re hosting a breakfast and panel discussion at the Danforth Plant Science Center Oct. 8 to discuss their efforts. Register HERE to attend.
