We are pleased to have a presentation from the International Institute of St. Louis. The International Institute of St. Louis is our community’s immigrant service and information hub.
Their Motto: Connect, Engage & Build. They have programs and services for immigrants, their families, and the wider community. The International Institute of St. Louis is locally and nationally-acclaimed. They connect new arrivals with first-touch services and resources, engage foreign-born and the wider community, and build a more inclusive community.
The speakers for the evening will be Kelly Moore - Director of Community Engagement and John Worth - Volunteer Program Manager.

The most important bills for municipalities continue to be the proposed elimination of the sales tax on food. Two bills in the Senate, SB 1062 (Coleman) and SB 1252 (Rehder), have each been assigned to the Economic Development Committee but as of February 1 had not been scheduled for a hearing. There are six house bills on the same topic, and none have been assigned to committee.
Another League priority involves the points assigned to juvenile offenders to determine whether or not the court shall order the child to be detained. SB 1115 (Schroer) was heard by the Judiciary & Civil & Criminal Jurisprudence Committee on January 29.
SB 750 (Hough) - authorizes St. Louis County and any municipality with more than 1,500 inhabitants and not located in St. Louis County to establish a land bank. The bill passed the Emerging Issues Committee on January 25. The House version is HB 2065 (Owen) which has been assigned to the Local Government Committee.
HB 1720 (Falkner) – defines as closed records email addresses and telephone numbers submitted to a public governmental body by individuals or entities for the sole purpose of receiving electronic or other communications limited to newsletters, notifications, advisories, alerts, and periodic reports. The bill has been voted out of committee and is on the House Perfection Calendar.
Members will be notified when hearings on important bills are scheduled.

League Seeks Board Candidate
|
|
|
Due to League term limits, there will be at least one vacancy on the Executive Board for the coming year. Terms are now 3 years. The Board meets about nine times per year and is open to any elected official from a member municipality.
If you are interested in serving on the Municipal League's Executive Board, please send a letter or email to the League office by April 5 indicating your interest and outlining your qualifications, including public service, volunteer committees and attendance at League meetings and other events.
The League's Nominating Committee will meet in early April after the municipal elections. The committee will make recommendations to the full membership on a slate of candidates for officers and board members for the 2024 - 2025 year. The Committee will be chaired by Alderperson Darlene Bell of Moline Acres, Immediate Past President. The recommended slate of candidates will be presented at the April 27 membership meeting. Representative LaDonna Appelbaum, a Democrat, represents part of St. Louis County, including portions of Chesterfield, Creve Coeur, Maryland Heights, Olivette, Overland and a large portion of unincorporated St. Louis County (District 71), in the Missouri House of Representatives. She was elected to her first two-year term in November 2018.
Prior to her legislative service, Rep. Appelbaum worked in orthopedic medical sales and eventually started her own company in 2002, which she ran for eight years.
She currently serves as a committee member for the St. Louis Metropolitan St. Patrick's Day Parade. She was a delegate for the 2012 Democratic National Convention and is active in the Maryland Heights Township Democratic Club. Rep. Appelbaum organized the first ever Welcome Home to Heroes Parade to honor those who served in Iraq and Afghanistan.
Rep. Appelbaum won an American Legion Award of Merit in 2012 and was recognized in 1994 as Student Athlete Trainer of the Year.
A graduate of Kickapoo High School in Springfield, she received her Bachelor of Science in Athletic Training and Sports Medicine from Tulsa University.
Born in Harrison, Arkansas, Rep. Appelbaum currently resides in St. Louis with her husband, Tom.

Missouri American Water gave an informative presentation on future projects in St. Louis County at the January League Meeting. A major focus for this year is replacing lead pipes. As a follow up to their presentation, Missouri American Water provided the following information with a QR code.
Removing Lead Service Lines in St. Louis County
Missouri American Water is working to identify and remove all lead service lines in the communities we serve by 2030.
Identifying where lead lines are located is no small feat. Homes built before the 1930s have the highest likelihood of a lead service line, but the only way to properly identify the material is to visually inspect the pipe, either inside a customer’s home or by excavating the line outside.
A water service line is the pipe that connects a home or business to a utility’s water main.
Customers can use our interactive map to self-report their service line material or request an inspection. If either the customer-owned side or the company-owned side of the service line contains lead or galvanized material, we’ll schedule a replacement at no direct cost to the customer.
We hope you – municipal leaders throughout the region – can help us reach our goal by sharing information about this initiative with your constituents via the QR code.

MML’s annual “Wage & Salary Survey” will be available next week for your municipality to complete. This survey asks for wage information of approximately 60 different municipal positions. A full list of the survey questions is available on MML’s One Stop Personnel page. Only online survey responses will be counted. Next week, email invites with a link to complete the survey will be sent directly to HR staff, finance officers, city administrators, and city clerks. Survey responses will be compiled after the survey closes and made available upon request to elected officials and certain executive staff. The wage survey will close March 1, 2024. MML’s “Taxation & Revenue Survey” is now available, and we want to hear from your municipality! This survey asks municipalities about various sources of revenue, including license fees, utilities, courts, etc. A full list of the survey questions is available on MML’s One Stop Finance page. Only online survey responses will be counted. Email invites with a link to complete the survey were sent to finance officers, city administrators, and city clerks. This survey is one component of a larger project MML is working on with a group of graduate students at the University of Missouri’s Truman School of Government and Public Affairs. The final product will be an updated handbook incorporating these survey results with tax data gathered from the Missouri Department of Revenue and State Auditor’s Office. St. Louis County Boundary Commission
|

The St. Louis County Boundary Commission will begin accepting map plan submissions on January 1, 2024, for the five-year cycle starting on that date. The final Deadline for map plan submissions for the five-year cycle commencing on is July 1, 2024.

Each Municipality located in St. Louis County, the chief elected official of St. Louis County, and any citizen group may present general maps of proposed boundary changes and proposed established unincorporated areas to the Commission for map plan review.
The maps must be depicted with sufficient detail and accuracy to permit review and comment by the Commission. They may be submitted on paper AND digitally and the cost of the maps will be borne by the submitting party.
