October Membership Meeting

Our October membership meeting will be held on Thursday, October 27, 2022 at the Sunset Hills Community Center. The address is 3915 S. Lindbergh Boulevard, Sunset Hills, MO 63127.  (MAP) Refreshments are at 6:30pm with the meeting beginning at 7:00pm.

   

Patti Zullo of Charter Communications Inc  will speak on "What it takes to be a Smart City?"  Patti Zullo is Senior Director, Smart City Solutions for Spectrum, a part of Charter Communications Inc.


Ms. Zullo is responsible for defining and executing the Spectrum Smart City go-to-market strategy and representing the company with industry groups and events to raise awareness of the Spectrum Smart City solutions.  Ms. Zullo has over 20 years of enterprise leadership experience in the areas of IoT/analytics, cloud, Internet security and mobile communications.                                                
Most recently, she was the Sales Leader for Smart Cities at AT&T, and came to AT&T through the General Electric - AT&T partnership for Smart Cities. Prior to the AT&T, Ms. Zullo was Sales Director for Smart Cities at General Electric and launched the GE Smart Cities initiatives. She was responsible for GE’s largest Smart City implementation at the city of San Diego. Ms. Zullo has also held leadership positions at IBM, McAfee and Nokia. Her extensive leadership experience focuses on launching new technologies into new markets and driving adoption with Public Sector and Enterprise clients.

Representative Gretchen Bangert, a Democrat, represents Florissant, Hazelwood and parts of unincorporated St. Louis County (District 69) in the Missouri House of Representatives. She was elected to her first two-year term in November 2016.

Prior to her legislative duties, Rep. Bangert worked as a Job Coach with STL Youth Jobs, Director of Education for Junior Achievement of Greater St. Louis, Assistant Auditor for St. Louis County Government, and Administrative Assistant to the St. Louis County Council. In addition to her duties as Minority Caucus Secretary, Rep. Bangert serves as the President of the Women Legislators of Missouri, a bi-partisan group of elected women in the legislature.

Volunteering in her community is extremely important to Gretchen. She has spent countless hours serving as a Boy Scout and Girl Scout leader, as well as Chairman of the Pre-School Board at Atonement Lutheran; member and leader of numerous education and city committees; and PTA leadership. She also has formed and served as the Executive Director of the Marching Wildcat Booster Organization, and served as a coach for youth basketball, soccer, and softball.

Rep. Bangert was born in Evanston, Illinois, and moved to the St. Louis area as a young child. She then moved to Florissant, where she graduated from McCluer North High School. She went on to receive an associate’s degree in Business Management and Accounting.

She currently resides in Florissant with her husband, Mike. Together they have four children. Gretchen and her husband attend Atonement Lutheran Church and her entire family is active with various community organizations, including a charity basketball tournament which they started in 2010.

City of Black Jack Team Colors
 
For more than 20 years, the City of Black Jack’s elected officials have coordinated the style and color of their shirt, which also includes the city logo, when attending the MML Annual Conference.  For some attendees, especially Chuck Caverly, Councilman City of Maryland Heights, it has become somewhat of a game to try to guess the “color of the day” for the Black Jack officials. 

For a number of years, probably dating back to 2010 when Councilman Caverly was first elected, he has gone out of his way to point out the Black Jack contingency and questioned why he couldn’t get one of their shirts.

Mayor Norm McCourt of Black Jack always insisted that only officials of Black Jack could wear the shirts.  But at the MML conference last month, Mayor McCourt surprised Councilman Caverly by making him an honorary Black Jack official and presented him with his own matching Black Jack city shirt.

Electric Car Debut

The Linn Creek Police Department has become a trailblazer in Missouri law enforcement. It is the first department in Missouri to have a Tesla police car.

Police Chief Jeff Christiansen says when the department was looking to replace a Dodge Charger, it determined it would be a lot cheaper to buy a Tesla Model 3, dual motor. He says not only does the department save on gas, but because the Tesla has so few moving parts, it will save even more on maintenance. "Every two years it will probably need tires at a cost of  $800, with the Dodge Charger I don't know what potentially could go wrong. If the a transmission goes out, out of warranty, I could be $4000 and the car would be out of service for a few days, to a few months, potentially."


Christiansen says a local veterinarian has installed a solar powered charging station and has offered to allow the department to  use it for free.

He says the car is also quiet which will be an advantage when pulling up on crime scenes and is 
equipped with  8 external cameras.

He says while Tesla's aren't for departments that patrol a lot of gravel roads or have to drive through creeks, he's surprised more agencies aren't buying them.

The Tesla Model 3 is the fastest and most premium configuration manufactured by Tesla. It has a range of 315 miles per charge, a top speed of 162 miles per hour, and a 0-60 MPH acceleration time of just 3.1 seconds. The vehicle is also the only Model 3 trim to come with Performance Brakes, 20″ Überturbine Wheels, a Carbon Fiber Spoiler, and Aluminum Alloy Pedals. 

Several other departments through the country are testing the Tesla Model 3, including Dallas County, Texas.

Ameren’s Electric Vehicle Charging Station Incentive
With 30% growth of electric vehicle adoption in the region, Ameren Missouri is offering an incentive program for businesses and municipalities looking to install publicly accessible EV charging by providing up to 50% of the total project cost.

Missouri Department of Transportation Cost Share Program

MoDOT's Cost Share Program provides financial assistance to public and private applicants for state highway and bridge projects satisfying a transportation need. The purpose of the Cost Share Program is to build partnerships with local entities to pool efforts and resources to deliver state highway and bridge projects.

Historic Preservation Fund Grants

The 2023 Historic Preservation Fund Grant applications are now being accepted. Certified Local Governments, county governmental entities, municipalities, and nonprofit organizations with a historic preservation mission are eligible to apply for these grants. The Historic Preservation Fund grants support projects that relate directly to the identification, evaluation, or protection of historic properties.

Reconnecting Communities Pilot Program
Application deadline:  October 13, 2022
The US Department of Transportation is accepting applications for Reconnecting Communities Pilot Program (RCPP) grants. The RCPP will help reconnect communities that were previously cut off from economic opportunities by transportation infrastructure. Funding supports planning grants and capital construction grants, as well as technical assistance, to restore community connectivity through the removal, retrofit, mitigation, or replacement of eligible transportation infrastructure facilities.  Eligible facilities include a highway, road, street, or parkway, or other transportation facility, such as a rail line, that creates a barrier to community connectivity, including barriers to mobility, access, or economic development, due to high speeds, grade separations, or other design factors.

Environmental Justice Thriving Communities Technical Assistance Centers Grant

Thriving Communities Centers will provide technical assistance, training, and capacity-building support to communities with environmental justice and energy concerns. This opportunity is available to public and private universities and colleges; public and private nonprofit institutions/organizations; and intertribal consortia.

Outdoor Recreation Legacy Partnership Program

The Missouri Department of Natural Resources’ Division of State Parks, is now accepting application for the Outdoor Recreation Legacy Partnership Program (ORLP).  The grant focuses on communities with little to no access to outdoor recreation opportunities in urban areas. The grant can be used for park projects to create new outdoor recreation spaces, reinvigorate existing parks, and form connections between people and the outdoors in economically underserved communities.

Waste Diversion Grant Program

St. Louis County Department of Health continues to provide Solid Waste Management Programs to help improve waste diversion. Key Observations
The 44 law enforcement officers feloniously killed in the first eight months of 2022 represent a 12 percent decrease compared to the 50 officers killed during the same period in 2021. Firearms were used in 86.4 percent of the felonious deaths in 2022, with handguns most commonly used. The leading circumstances surrounding officers’ deaths included activities related to ambushes on officers, investigative/enforcement, unprovoked attacks on officers, and disorder/disturbances. The 10 ambush attacks in 2022 are a 100 percent increase compared to the number of ambush attacks in the same time period in 2021. Conversely, unprovoked attacks decreased more than 66 percent during the same time period. Accidental law enforcement deaths increased 7.7 percent when comparing the first eight months of 2022 (42) with those of 2021 (39). The accidental deaths in 2022 were due primarily to motor vehicle accidents, pedestrian officers being struck by vehicles, and airplane crashes. The southern region has the most law enforcement deaths in 2022 with 44 deaths total (22 felonious, 22 accidental). Although not represented in the below graphic, 69 officers have died in the line of duty from the following medical conditions in 2022: 50 officers from illnesses related to COVID-19, 9 officers due to heart attacks, 2 officers from conditions as a result of response to 9/11, and 8 officers due to other natural causes.

        

This is a graphic presentation of data regarding line-of-duty deaths, both felonious and accidental, collected from law enforcement agencies across the United States and U.S. territories by the FBI’s Law Enforcement Officers Killed and Assaulted Data Collection. This preliminary information is provided for officer safety studies, training, and other initiatives. The data are also published annually in the Law Enforcement Officers Killed and Assaulted release.

Fundamentals of Planning and Zoning


Entering its 19th year in 2022, the Fundamentals of Planning and Zoning Chancellor’s Certificate has educated hundreds of members of the St. Louis planning community. Fundamentals of Planning and Zoning is taught by a team of senior practitioners, who have extensive knowledge and experience in local government planning in Missouri, Illinois and across the nation. 

Course modules cover planning practices, processes and topics that are crucial for local government success. The Certificate consists of seven modules that include lecture and discussion. You will earn a noncredit UMSL Chancellor’s Certificate in Fundamentals of Planning & Zoning by participating in six of the seven modules.
 
This year’s program begins on Wednesday, October 12 and will run through November 30, 2022.  For more information or to register go to:  Registration
 
The PPA Program is happy to provide two full scholarships to participants who represent an area that has at least 50% census tracts designated as low to moderate income.

Mark Your Calendar!  The November Membership meeting will be held on Wednesday, November 30, at the Maryland Heights Community Center located at 2300 McKelvey Rd., MO 63043, (MAP) , from 6:30 until 8:00 pm.

In place of the regular business meeting, the Executive Board has once again elected to sponsor an Affiliate Open House to recognize and thank our affiliate members for their continued support for the League.  Municipal Elected Officials from St. Charles County have also been invited to join us for this social event. 

Please take advantage of the opportunity to support our affiliates, reconnect with old friends and develop new relationships with other elected officials.
